MANILA, Philippines — The Department of Energy (DOE) and oil companies have agreed to implement the price increase of oil products on January 15.

Prices of gasoline and diesel will increase by around P3.00 while the price of kerosene will go up by more than P3.00.

An 11-kilogram tank of LPG, on the other hand, will increase by P12.00.

The change on the date will ensure that gasoline stations have already dispensed with their old stocks and will only sell new supplies when the price hike takes effect.

The DOE said the excise tax will only have an effect on new imports and not on old stocks.

DOE explained that gasoline stations replenish their supplies every 15 days, enough time to have old stocks sold out and replaced with new supplies.

“Kapag naubos yan, that’s the only point wherein pwede na siya mag increase sa excise tax (When [the old stocks] run out, that’s the only point wherein they are allowed to increase excise tax),” Oil Industry Management Bureau Director Rino Abad said.

The oil companies have also submitted the list of their inventory to the DOE to ensure that they will have their old stocks sold out first and will post new prices for the public to see.

The DOE has formed a task force that will monitor oil prices and will conduct a regular inspection of refineries and gasoline stations.

Oil companies who will violate the agreement will be fined.

Meanwhile, a transport group will appeal to the Land Transportation Franchising and Regulatory Board (LTFRB) for a two-peso fare increase in jeepneys because of the impending price increase of petroleum products. Stop and Go Coalition said this will affect all jeepney drivers.

“Alam mo kulang pa yan, kaya lang marami pa kasing problemang haharapin. At saka marami naman grupo siguro na mag file ng petisyon,” Stop and Go Coalition President Jun Magno said.

The transport group is also concerned that prices of spare parts will also increase.

Meanwhile, a consumer group sets to appeal to President Rodrigo Duterte to appoint a price czar.

Laban Konsyumer Group President Vic Dimagiba said this is a way to protect the rights of the consumers.

“Someone should be looking at the entire supply chain ng sa ganun organisado (so that it will be organized) and that the process is fair, just and good for the benefit of the consumer,” Dimagiba said.

Dimagiba added that a price czar must be a high ranking official from the executive branch who can have the upper hand over other government agencies and price regulators with regard to the TRAIN Act.

The consumer group said the price czar must dedicate a hotline that consumers can call for any abuse or excessive price increases in the market. — Mon Jocson | UNTV News & Rescue

MANILA, Philippines — The new tax on diesel, liquefied petroleum gas, kerosene and bunker fuel for electricity generation and higher taxes on other oil products are scheduled to take effect tomorrow.

The new and higher levies are expected to cause a domino effect on transport fares, cost of electricity and consumer prices.

Also scheduled to take effect at the start of the New Year is the reduction in income tax.

The levies and income tax cut are contained in Republic Act No. 10963, or the Tax Reform for Acceleration and Inclusion (TRAIN) law.

There is no excise tax at present on diesel, kerosene, cooking gas and bunker fuel.

The tax on diesel and bunker fuel starts at P2.50 per liter in 2018, going up by P2 to P4.50 in 2019 and by P1.50 to P6 in 2020.

The levy on cooking gas will be P1 per kilogram next year, increasing by another P1 to P2 in 2019 and another P1 to P3 in 2020. 

The tax on kerosene starts at P3, going up by P1 to P4 in 2019 and another P1 to P5 in 2020.

Existing impositions on other oil products like gasoline, asphalt, waxes and aviation fuel will likewise go up.

The tax on gasoline, for instance, will increase from P4.35 per liter to P7 in 2018, to P9 in 2019 and P10 in 2020.

Also going up are levies on cars for the mass market, while those on luxury vehicles will go down.

The income tax cut will benefit at least 7.5 million salaried workers, according to Quirino Rep. Dakila Cua, who chairs the House ways and means committee, and his Senate counterpart, Sen. Sonny Angara.

The TRAIN law increases the tax-free income of employees to P250,000 a year or P20,833 a month.

Angara cited concrete examples of how the law would greatly benefit wage earners.

He said under the present tax code, a taxpayer who is single is entitled to a personal annual tax exemption of P50,000 or P4,167 a month.

“This will increase to P250,000 in January, or an additional annual income of P200,000 that will not be subject to tax. The adjustment will translate into an additional monthly tax-free income of P16,667,” he said.

Angara said in the case of a working couple, they will enjoy a combined tax-free income of P500,000 a year or P41,667 a month. At present, they are only entitled to exemptions of up to P200,000.

“This means that they will have an additional annual tax-free income of P300,000 or P25,000 a month,” he added.

He also pointed out that the monthly income of P20,833 that is not subject to tax under the TRAIN law is equivalent to the entry-level pay in public schools. Thus, most public school teachers will no longer pay income tax.

Even critics of the new law concede that it would benefit millions of salaried workers.

However, they said what wage earners will gain from reduced income tax will be more than offset by new and higher taxes on oil products, expanded coverage of the 12-percent value added tax and other levies.

They pointed out that the net impact of the combination of lower income tax, on one hand, and new and higher taxes and other measures, on the other hand, is that the same group of taxpayers who will benefit from TRAIN and the public in general would pay an additional P130 billion a year.

UAE fuel prices to rise in December, hitting over 2-yr high

The highest prices that the UAE motorists had to pay was in August 2015, the first month after the deregulation.

In line with the rise in the global crude prices, petrol and diesel prices in the UAE will rise in December 2017, hitting 28-month high.

According to the Ministry of Energy, the price of 98 unleaded gasoline will increase by approximately six per cent ? or 12 fils - to Dh2.15 while 95 unleaded gasoline will cost Dh2.04 next month as compared to Dh1.92 this month - an increase of over six per cent or 12 fils per litre.

Similarly, 91 unleaded gasoline will cost 12 fils more next month with new price set at Dh1.97 per litre as against Dh1.85 this month, an increase of 12 fils or 6.5 per cent.

Diesel rates have been hiked by nine fils to Dh2.20 for December, according to the Ministry of Energy.

The highest prices that the UAE motorists had to pay was in August 2015, the first month after the deregulation, when 98 unleaded gasoline and 95 unleaded gasoline were priced at Dh2.25 and Dh 2.14 per litre - respectively.

S&P Global Ratings on Tuesday raised its price forecast for Brent crude oil for 2018 to $55 while WTI remains unchanged at $50. 

"We note that Brent has been trading above $60 per barrel since October 27, 2017, having closed at that price on September 25 for the first time since July 2015. As present, futures prices remain above $60 a barrel until November 2018. We believe the price increases reflect ongoing Opec production cuts, supply disruptions, and temporary production declines as well as positive market sentiment about about demand," S&P said in a note on Tuesday.
